The document lists methods we often see being used on our forums. Their stated purpose is to promote government agendas, such as finding out who owns firearms, gathering folks' stated intentions which can later be used in court, and making a forum useless for maintaining freedoms.
After listing methods, the document ends by saying that they can't control a forum if we know about these techniques, in which case they need to trump up something to shut it down, but that that lessens their ability to learn about the number of people who resist control.
